An Agency Construction Manager (CMA) acts as a pure consultant and a fee-based representative of the owner. Unlike a GC or CMAR, the CMA does not perform construction work and does not hold the subcontracts—the owner contracts directly with the trades. Therefore, Agency Construction Management insurance is designed to address the professional risks of project oversight, coordination, and advisory services, subject to the terms, conditions, exclusions, and limitations of the policy issued.

This is the cornerstone of a CMA’s coverage. It addresses claims arising from alleged negligence in professional services, such as failing to properly coordinate multi-prime contractors, making inaccurate cost estimates, or failing to report project delays that cause the owner financial loss.
